November BTO: What to Do While You Wait
HDB has said the next Build-To-Order (BTO) sales exercise will be held in November 2026. Exact application opening and closing dates are still TBC on the Flat Portal, so treat any calendar elsewhere as unofficial until HDB publishes the window. This guide covers November BTO renovation planning while you wait: eligibility, shortlisting, budget bands, brief work and early decisions — not guessing launch dates, project names or prices.
1. Confirm you're ready for the ballot
Before you obsess over moodboards, lock the HDB steps that decide whether you can apply at all.
Get a valid HFE letter. Apply for an HDB Flat Eligibility (HFE) letter early. Processing is longer before and in the month of a sales exercise, and the HFE e-Service is temporarily unavailable during the application period (HDB describes that period as eight days once it opens). A pending application is not an issued letter — check status on the Flat Portal.
Submit documents early. HDB asked interested buyers to submit required HFE documents by 25 September 2026 as a processing target. That date has passed; if anything is still outstanding, follow HDB's current portal instructions.
Track official announcements only. Subscribe to HDB e-Alerts and check the HDB Flat Portal for the published window, towns and flat types. Ignore social media "leaked" dates.
One application, one town and flat type. HDB's sales-exercise FAQs say you may submit only one application for one town and flat type in a sales exercise. Decide your priority before the window opens.
When the window is published, apply only for flat types your HFE letter says you are eligible for.
2. Decide flat type and estate shortlist
Use the wait to narrow choices, not to freeze them forever. HDB's Flat Portal has listed upcoming BTO supply in towns such as Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun, with mixes that can include 2-Room Flexi through 5-room, 3Gen and Community Care apartments depending on the site. Supply is subject to review, and prices are posted during the sales exercise — treat early town lists as a planning aid, not a locked brochure.
For each shortlisted option, write down the flat type you can live with for years, whether you need a study or guest bed later, commute priorities, and how open you are to Plus or Prime rules if a shortlisted project uses them.
If a 2-room Flexi is on your list, our 2-room Flexi BTO renovation guide shows why storage and bathroom planning matter more than finishes at that size.
3. Set renovation budget ranges — as planning bands, not packages
You do not need a signed quotation before you ballot. You do need honest bands so the flat you choose and the fit-out you imagine stay in the same conversation.
Plan separate lines, not one vague lump sum:
Wet works and tiling (kitchen, bathrooms, waterproofing risk)
Carpentry (kitchen, wardrobes, TV console, storage)
Electrical, data and lighting (points, circuits, false ceiling)
Doors, windows accessories and fixtures
Appliances and loose furniture (often forgotten)
Contingency for defects, site surprises and design changes after you see the real flat
Keep these as ranges of what to plan, not as Blackwoods packages or promised totals. Flat type, waiting time and how much you keep versus replace will move the band. Revisit after HDB publishes prices, and again after key collection when you have measured the flat.
4. Build a brief and moodboard before key collection
The wait is the best time to decide how you live, before sales urgency takes over.
Must-haves versus nice-to-haves (closed storage, work desk, guest bed, pet zones)
Lighting preference early — warm layers are harder to retrofit after carpentry. See our HDB lighting plan
Smart-ready wiring wishes (extra points, data, switch locations) before false ceiling. See smart-home wiring for HDB
A short moodboard of finishes you can live with for years, not just Instagram week
When keys arrive, walk the flat against that brief and photograph defects first. Our BTO key collection defect checklist covers what to check within the first month.
5. Measure from floor plans carefully — and attribute what you know
Before keys, you only have sales drawings and typical layouts. Use them for circulation and storage thinking, not millimetre-perfect carpentry orders.
Mark where the sofa, dining and beds might sit without blocking doors or windows
Note beam drops, household shelter and service yard — these constrain carpentry more than moodboards do
Treat published typical layouts as HDB sales information, not a measured survey
After key collection, re-measure before you lock elevations
Our BTO renovation timeline maps which decisions should lock before wet works.
6. Shortlist CaseTrust + DRC firms early
Good firms book months ahead around BTO waves. Shortlist while you wait; interview without signing under pressure.
Confirm the firm is on HDB's Directory of Renovation Contractors (DRC) — required for HDB renovation works under the Housing & Development (Renovation Control) Rules
Check CaseTrust renovation accreditation and what the certificate actually covers. See what CaseTrust means
Ask for itemised quotations, staged payments tied to work done, and who applies for the HDB permit. See quotation red flags and paying your renovation firm safely
Bring a floor plan, target move-in window and must-have list to the first meeting. Our renovation consultation checklist lists what to bring and ask
7. Decisions that lock early — and what NOT to buy yet
Lock early (even as preferences):
Layout intent and storage strategy
Kitchen and bathroom scope
Power, data and lighting points
Whether you want false ceiling and where
Wait to buy until after design lock and site measure:
Full furniture sets sized from sales drawings alone
Feature lighting that may not fit beam heights
Appliances that fight the final kitchen elevation
Wallpaper, loose rugs and styling pieces that distract from the brief
Your wait-list checklist
HFE letter issued (or follow HDB's current document requests if anything is pending)
Official application window bookmarked — dates TBC until HDB publishes them
Town and flat-type shortlist written down for a one-application exercise
Renovation budget bands by category, with contingency
Brief + moodboard ready for consults
Two or three CaseTrust + DRC firms shortlisted, not signed under rush
Defect and first-fit sequence bookmarked for key collection
