BTO Key Collection Checklist: Defects to Check Before Renovation

If your BTO keys are coming this quarter, the first hour inside your new flat matters more than the mood board. BTO HQ's TOP tracker lists Kent Heights, Towner Residences, Lakeside View and Keat Hong Grange with an estimated TOP of December 2026 (BTO HQ), so plenty of owners will be standing in an empty flat soon. Your HDB letter is the date that counts, not a tracker.

HDB covers newly completed flats with a 1-year Defects Liability Period (DLP) from the date you collect your keys. It also asks owners to report items within 1 month of key collection and before renovation works begin, so nobody has to argue later about whether a crack came from construction or from your contractor (HDB). What to bring on key collection day

  • A roll of blue painter's masking tape to mark each defect where you find it

  • A torch, because low-angle light shows uneven walls, chips and scratches that ceiling lights hide

  • A phone charger or small lamp to test every socket

  • A coin or a small tapping tool for floor and wall tiles, plus a tape measure

  • Your phone, with photos named by room as you go, and the floor plan from your HDB documents

Walls, ceilings and paint

Walk each room with the torch held flat against the wall. Note cracks, bulges, patchy paint and stains. Look closely at the ceiling under the bathrooms and the kitchen of the flat above, because stains there can point to seepage. Hairline marks are common and usually minor, but list them anyway. Once your carpentry is in, you will not be able to reach half of these walls.

Floor tiles and skirting

Tap the tiles across each room, especially at corners and doorways. A hollow sound can mean the tile is not fully bonded. Check for chips, cracks, uneven edges between tiles and gaps in the grout, and look along the skirting for gaps or loose sections. If you plan to lay vinyl over the tiles, still report hollow or cracked tiles first, so they're fixed before they're covered.

Bathrooms: check these the hardest

HDB doesn't allow the wall and floor tiles in a new flat's bathrooms to be removed for the first 3 years from the block's completion, to protect the waterproofing (HDB building works guidelines). So a bathroom defect you miss now is one you live with. Run the shower and pour a little water on the floor to see that it drains to the floor trap without ponding. Flush the WC, run every tap, and look under the basin for drips. Check for chipped or hollow tiles and gaps around the floor trap and pipes. Windows, doors and the household shelter

Open and close every window and door, including the main door, the bedroom doors, the bathroom doors and the household shelter door. They should move smoothly, close fully and lock. Check window frames for gaps, scratches and missing or damaged rubber seals, and look at the sills for signs of water coming in. A door that scrapes the floor today will be worse once a new floor finish goes down.

Sockets, switches and plumbing points

Plug your charger into every socket and flip every switch, noting any that are dead or loose. Open the distribution board and make sure the breakers are labelled. In the kitchen and service yard, run the taps, check the floor traps drain, and note where the water and power points are. That note will save time when you plan cabinets with your designer.

How to report and track what you find

You can submit a rectification request online or at the Building Service Centre (BSC) in your precinct, and your Welcome Kit shows when the BSC is open (HDB). Mark every item with tape, photograph it with the tape in frame, and keep one list with the room, the problem and the date you reported it. HDB told TODAY that most reported issues were minor imperfections like scratches or hairline cracks, and that 90% were addressed within 14 working days (CNA). If you hire a home inspection firm, use its report the same way, as a list to submit and track.

Hand the list to your renovation firm

Share your defects list and photos with your interior designer before any work starts, and ask for a dated photo walkthrough of the flat on the first day of works. That gives you a clear before-and-after record. If items are still open, plan the works around them instead of covering them with carpentry.
