
HDB Lighting Plan: 3 Layers of Warm Light for Your Flat
Many HDB renovations light each room with one ceiling light, or swap it for a grid of downlights. The result is bright but flat: every corner lit the same, glare at the dining table, and nothing soft for the evening. Renovation firm PRDT Interiors calls the 2026 standard three layers of light: ambient cove or track lighting, task pendants and accent LED strips, all in dimmable warm white of 2,700-3,000K. It also notes this costs far less done at renovation stage than retrofitted later (PRDT).
Here is how to plan those three layers for an HDB flat, and what to settle before your electrician and carpenter start.
Why lighting has to be planned before carpentry
Lighting is wiring, and wiring runs behind walls, ceilings and cabinets. A cove needs its false ceiling or bulkhead built to the right depth. A niche light needs a cable inside the carpentry before the panel is closed. A pendant over the dining table needs a ceiling point where the table will actually sit, which is rarely the centre of the room. Once the walls are painted and the cabinets are in, adding any of these means surface trunking or opening up finished work. So the lighting plan belongs in the same meeting as your carpentry drawings, not after them.
Layer 1: ambient light for the whole room
Ambient light is the even, background glow you switch on when you walk in. In HDB living rooms this is usually a perimeter cove, an indirect LED strip tucked into a shallow false ceiling or bulkhead, with a few downlights for extra brightness. HDB ceilings are not high, so ask your designer to keep the drop shallow and only build the bulkhead where it does a job, such as hiding the aircon trunking. If you'd rather not have a false ceiling at all, a slim track along the ceiling can do the same work.
Layer 2: task light where you actually do things
Task lights sit close to an activity. In practice that means:
A pendant over the dining table, positioned over the table rather than the ceiling centre (see our HDB dining area guide)
Under-cabinet strips in the kitchen so you are not chopping in your own shadow (HDB kitchen renovation)
Bedside reading lights or wall lamps, so one partner can read while the other sleeps (HDB master bedroom)
A lit mirror or a light above the vanity in the bathroom, and a desk lamp point in the study corner
Layer 3: accent light, used sparingly
Accent light is what makes a flat feel finished at night: a strip inside a display niche, a soft glow under a floating TV console, or a toe-kick light under the shoe cabinet at the entrance. Two or three accents per flat is usually enough. Put them on their own switch so they can stay on as a night light while everything else is off.
Colour temperature and dimming
Warm white at 2,700-3,000K gives the soft, slightly golden light that suits timber, linen and oatmeal palettes. Cooler light, around 4,000K and up, looks crisp in a kitchen work area but can feel clinical in a living room at night. Whatever you choose, keep one colour temperature per room so the cove, downlights and pendant match. If you want dimming, confirm with your contractor that the LED drivers, bulbs and dimmer switches are compatible, because a mismatched set can flicker or hum.
Switches: one per layer, in the right places
Good lighting fails if the switches are wrong. Mark switch positions on the floor plan with your designer: one by each doorway, two-way switching for corridors and bedrooms so you can turn off the light from the bed, and separate switches for each layer. That way you can run the cove alone for a movie, or just the pendant for a late dinner.
What HDB requires for electrical works
HDB asks owners to engage an EMA-licensed electrical worker for all electrical work (HDB). Some electrical work doesn't need an HDB permit but still has to follow HDB's conditions, while new 15-amp power points for air-conditioners or other high-capacity appliances need a permit in flats without higher electrical loading (HDB electrical works guidelines). HDB also reminds contractors to take care not to damage concealed cables when drilling into walls (HDB). Ask your renovation firm who the licensed electrical worker on your job is, and keep the final wiring layout with your handover documents.
Your lighting checklist for the design meeting
Floor plan with furniture placed, so pendants and reading lights land in the right spots
Which rooms get a cove, downlights, track or a mix
Your colour temperature, and which circuits should be dimmable
Switch positions, including two-way switches and a separate switch for each layer
Accent points inside carpentry: niches, TV console, shoe cabinet, wardrobe
Any new power points for aircon or appliances, so permits are applied for early
