Renovating While You Still Live in Your HDB Flat: How to Phase the Work
Not everyone can move out while their flat is being renovated. You might be waiting for another flat, saving on rent, or only redoing part of the home. Staying in during the works can be done, but it takes more planning than an empty-flat job: you need to know which days will be noisy, which rooms you can still use, and where your things will go.
This guide covers when living in works, how to phase the job room by room, and what HDB's rules mean for your daily routine. It is general information for homeowners, so check the current rules on HDB's page (HDB) and your permit conditions before you fix dates.
Is staying in during the works realistic?
It depends mostly on the scope. Lighter jobs, such as painting, replacing carpentry, changing lights or redoing a single room, are much easier to live with. A full-flat job with hacking, new floor tiles and both bathrooms redone is harder: dust from hacking and tile removal travels through the whole flat, and you may lose water, power or a bathroom for parts of the job.
If someone at home is elderly, very young, pregnant, has asthma or works from home every day, consider staying with family for at least the noisiest and dustiest days, even if you live in for the rest.
Know the hours you'll be living with
HDB sets the working hours, so your routine will follow them (HDB):
Noisy work, such as demolishing walls, removing wall or floor finishes, cutting tiles and heavy drilling, is allowed only from 9:00am to 5:00pm on weekdays. It is not allowed on Saturdays, Sundays, public holidays or the eves of New Year's Day, Chinese New Year, Deepavali, Hari Raya Puasa and Christmas Day.
General renovation is allowed from 9:00am to 6:00pm on weekdays and Saturdays, and not on Sundays or public holidays.
Demolition and removal of finishes can't take more than 3 consecutive days, and your contractor can only use 2 HDB-approved handheld power tools at a time.
Neighbours within a radius of 2 units must get written notice at least 5 days before works begin, and the Notice of Renovation should stay up outside your flat throughout the works.
For you, that means Sundays and public holidays are your quiet days, and the worst of the noise sits in one short block of weekdays. Plan to be out of the flat on those days if you can. Our guide to HDB renovation hours and neighbour notice has more on scheduling the noisy jobs.
Phase the flat, room by room
A phased plan keeps part of the home usable at every stage. A common order looks like this:
Sort out approvals first. Get any HDB permit your scope needs before work starts, so the job isn't paused halfway. See what needs HDB approval.
Group the hacking and removal work. Doing it in one planned block, instead of room by room, keeps the dustiest days to a minimum.
Keep one bathroom working. If your flat has two, redo them one at a time, and make sure the first is ready to use before the second starts.
Do wet works before carpentry. Tiling and floor works come before new cabinets and painting, so dust and debris don't settle on new surfaces.
Pick a base room. Choose the bedroom you'll sleep in and either finish it early or leave it untouched until last, and keep it sealed off while other rooms are worked on.
Plan a stand-in kitchen. If the kitchen is being redone, set up a small table with a kettle and microwave in another room, and expect to eat out more for those weeks.
Finish with painting, cleaning and handover. Our renovation handover checklist covers what to check at the end.
Control the dust and protect what stays
Seal the rooms you're using. Plastic sheeting and tape over door gaps, with doors kept closed during the day
Cover or move furniture and electronics, including air-conditioner indoor units, before the dusty work starts
Protect floors you're keeping, especially along the path the workers use from the main door
Agree on a daily clean-up of that path and the areas you live in
Close the main door while works are ongoing, which HDB also suggests to reduce noise for neighbours
Ask about debris removal. HDB notes that you pay for the Town Council's haulage and debris removal services where they apply
Storage: where your things go
Pack by phase. Before each room is started, move what's in it to a room that isn't being worked on, and label the boxes by room so they go back to the right place. Bulky items you won't need for a few weeks can go to family or short-term storage. Keep documents, valuables, medicine and work laptops with you, not in a box in the corner of a work zone.
Utilities and daily routines
Ask which days water or power will be off, so you can plan showers, cooking and work-from-home days around them
Plan for pets. Noise and an open main door are a risk for cats and dogs, so arrange somewhere safe for them on work days
Agree on access. Decide who lets the team in, when they arrive, and which rooms are off-limits to workers and materials
Put the phasing plan in writing
A live-in job has more moving parts, so ask for the phases to be written into the schedule that comes with your quotation: which rooms are done when, the noisy days, the days without water or power, and who to call when something goes wrong. If payments are staged, our guide on how to pay your renovation firm safely explains what to look for, and our quotation red flags guide shows how to read the line items.
Questions to ask your interior designer
Can my scope be phased, and which room would you start with?
Which days will be noisy or dusty, and which days will water or power be off?
How will you seal off the rooms we're living in?
Can we keep one bathroom usable throughout?
Who cleans up at the end of each day?
Before your first meeting, our renovation consultation checklist covers what to bring. For how the stages follow one another, see our renovation process guide.
