CaseTrust vs CaseTrust Gold vs HDB DRC: What Each One Means for Your Renovation
When you shortlist renovation firms in Singapore, three labels come up again and again: CaseTrust, CaseTrust Gold and HDB's Directory of Renovation Contractors (DRC). They sound similar, but they come from different bodies and answer different questions. One is about whether a firm may legally renovate your HDB flat at all. The other two are about how a firm treats its customers.
Here's what each one means, how they differ, and how to check a firm's claims yourself.
The short version
HDB DRC listing: a requirement set by HDB. Only contractors listed in the DRC may carry out renovation work in HDB flats.
CaseTrust (standard renovation accreditation): a voluntary consumer-protection accreditation run by the Consumers Association of Singapore (CASE).
CaseTrust Gold for renovation: the higher tier of the same CaseTrust scheme, with stronger safeguards on top of the standard tier.
A firm can be on the DRC without being CaseTrust accredited. CaseTrust, standard or Gold, doesn't replace the DRC listing for HDB work.
HDB DRC: who is allowed to renovate your flat
HDB's renovation rules say flat owners should only engage contractors from the Directory of Renovation Contractors to carry out renovations in their flat. As the owner, you're also responsible for making sure your contractor follows HDB's guidelines. You can read this on HDB's important information on renovations page.
Listed contractors have to follow HDB's terms on safety, nuisance to neighbours and damage to HDB property, and HDB runs a demerit points system that can suspend or remove contractors who break the rules. HDB also states that the engagement itself is a private arrangement, so disputes over pricing, schedule or workmanship are between you and the contractor.
What the DRC tells you: the firm is allowed to do HDB renovation work and answers to HDB's rules. What it doesn't tell you: anything about deposits, contracts, warranties or how disputes with you are handled.
If you live in a condo, the DRC doesn't apply. Your MCST's by-laws and approvals matter instead; see our guide to condo renovation and MCST rules. For HDB permits, see what needs HDB approval.
Standard CaseTrust: how a firm treats its customers
CaseTrust is run by CASE. Under its renovation scheme, accredited firms are assessed on their policies, advertising, dispute handling and staff training. According to CASE's renovation scheme page, homeowners can expect accredited renovation firms to:
buy a deposit performance bond and protect prepayments if the business closes
use the CaseTrust Standard Renovation Contract, with progress payments tied to agreed milestones and an initial deposit capped at 20% of the total cost
give a 12-month workmanship warranty from completion, subject to the contract's terms
show pricing breakdowns clearly and agree any variations in writing before work starts
have a clear dispute process, including mediation through CASE if needed
For a plain-language look at what the accreditation does and doesn't promise, read what CaseTrust renovation accreditation means.
CaseTrust Gold: the higher tier
CASE describes its Gold renovation scheme as the highest tier of renovation accreditation. On top of the standard tier, CASE lists these requirements for Gold firms:
50% prepayment protection through an approved instrument such as an insurance bond or banker's guarantee
the CaseTrust Standard Residential Renovation Contract (Gold), with a defects liability period and a 24-month workmanship warranty
low-formaldehyde materials offered as an option
at least one director holding a recognised certification under the scheme
Gold is aimed at firms handling higher-value projects. It isn't a ranking of design quality, and a Gold mark on its own still doesn't tell you whether a firm suits your flat, budget or timeline.
Side by side
Who runs it: DRC is HDB; CaseTrust and CaseTrust Gold are CASE.
Is it required? DRC is required for HDB flat renovation; CaseTrust at either tier is voluntary.
What it covers: DRC covers permission to work in HDB flats under HDB's rules; CaseTrust covers consumer protection such as deposits, contracts, warranties and disputes.
Warranty under the scheme: the DRC sets none for you; standard CaseTrust lists 12 months; CaseTrust Gold lists 24 months.
Prepayment protection: not part of the DRC; standard CaseTrust requires prepayment protection; Gold lists 50% prepayment protection.
How to check a firm's claims
Ask for the full company name and UEN, and make sure they match the quotation and contract.
For HDB work, check the firm against HDB's e-Service for DRC contractors.
For CaseTrust, check CASE's list of accredited businesses, and ask which tier (standard or Gold) and the validity end date.
Read the contract itself. Accreditation sets a floor, but your own quotation and contract set the actual terms. Our quotation red flags guide and renovation payment schedule guide help here.
Be wary of anyone who blurs the tiers, for example calling standard accreditation "Gold", or treating a DRC listing as a quality award.
