HDB Renovation Hours and Neighbour Notice: Plan Noisy Work Before It Starts

The loudest week of a renovation is also the week your neighbours notice most. In an HDB flat, renovation hours are set by HDB, noisy work has its own tighter window, and your neighbours are meant to hear about it in writing before the first drill starts. Plan around these rules early and your timeline stays realistic, your neighbours stay calm and your contractor isn't forced to stop work halfway.

This guide covers what HDB publishes on working hours, the written notice to neighbours, and how to schedule the noisy jobs. It is general information for homeowners. Always check the current rules on the HDB page (HDB) and your permit conditions before you fix dates.

HDB renovation hours: two time windows

HDB splits renovation work into two groups, each with its own hours (HDB):

  • Restricted (noisy) work: demolishing walls, removing wall or floor finishes, cutting tiles and heavy or excessive drilling. Allowed only 9:00am to 5:00pm on weekdays. Not allowed on Saturdays, Sundays, public holidays or the eves of New Year's Day, Chinese New Year, Deepavali, Hari Raya Puasa and Christmas Day.

  • General renovation: allowed 9:00am to 6:00pm on weekdays and Saturdays. Not allowed on Sundays and public holidays.

In practice that means a Saturday is for quieter work such as carpentry installation, painting and cleaning, not for hacking or tile cutting. A contractor who offers to start the hacking on a Saturday or before 9:00am is asking you to break the rules.

The 3-day limit on hacking and removal

HDB also says renovation contractors cannot take more than 3 consecutive days to demolish walls and to remove wall or floor finishes (HDB). Together with the weekday-only window, this pushes the noisiest jobs into one short, planned block instead of spreading them across weeks.

  • Ask your designer to list every demolition and removal job in one place: old tiles, wall finishes, built-in cabinets, bathroom and kitchen strip-out

  • Book the start date so the 3 consecutive days land on ordinary working weekdays, not across a weekend or a public holiday eve

  • Confirm that old fixtures are cleared out and the debris plan is ready, so the team can use the 3 days fully

Written notice to neighbours

Before work starts, HDB asks you to inform neighbours within a radius of 2 units, in writing, at least 5 days in advance, and to remind your contractor to put up the Notice of Renovation outside your flat early and keep it up throughout the works (HDB). Once you have the renovation permit, the Notice of Renovation must stay displayed outside the flat until all renovations are completed.

Treat the notice as more than a form. A short, friendly note works better than a bare printout. Include:

  • Your block and unit number, and the start and expected end dates

  • The noisiest days, so neighbours who work from home or have infants can plan around them

  • A contact number for you or your project coordinator, so a complaint reaches a person before it reaches the authorities

  • A thank-you for their patience

HDB also suggests closing the main door of your flat while works are ongoing, when possible, to reduce noise to neighbours (HDB). It is a small habit that your team can follow every day.

Condo and landed homes work differently

The HDB hours above apply to HDB flats. NEA says that HDB issues the permits for renovation within HDB units, that condominium units are managed by their MCST, and that residents affected by condo renovation noise should contact their MCST. NEA regulates noise from additions and alterations works in landed properties (NEA). How to sequence noisy work in your schedule

  • Week 0: confirm the permit and serve the neighbour notice at least 5 days before the start date

  • Hacking and removal block: one planned run of up to 3 consecutive weekdays inside 9:00am to 5:00pm

  • Tile cutting and heavy drilling: also weekday-only and inside 9:00am to 5:00pm, so plan the tiling team's days with this in mind

  • Quieter work: carpentry installation, painting and cleaning can use the general window, including Saturdays, up to 6:00pm

  • Public holidays and eves: count them out of your working days, because noisy work cannot run on those days and general work cannot run on public holidays

Checklist before work starts

  • Renovation permit status confirmed where your works need one

  • Written notice served to flats within 2 units, at least 5 days before the start date

  • Notice of Renovation displayed outside the flat and kept up until works finish

  • Start date chosen so the hacking block falls on normal weekdays

  • Noisy work planned for 9:00am to 5:00pm on weekdays only; general work for 9:00am to 6:00pm on weekdays and Saturdays

  • No work planned on Sundays or public holidays

  • A contact number on the neighbour notice

  • Main door kept closed during noisy work where possible

  • Who prepares and serves the neighbour notice, and when?

  • Which exact days will the hacking and tile cutting happen?

  • What is the plan if the hacking block is delayed by a holiday or bad weather?

  • Who is my single point of contact if a neighbour calls?
