HDB Flooring Rules: Vinyl, Tile Overlay, Parquet and Platforms

New flooring changes how a whole flat feels, and it is one of the first things many owners plan when they collect their keys or buy a resale unit. But floors in an HDB flat sit on a shared structure, so HDB sets limits on how thick the new finishes can be, which works need a permit, and what you cannot do to the floor at all.

This guide sums up what HDB's renovation guidelines say about floor finishes. It is general information, so check the latest rules for your own flat with HDB before you start.

Works that do not need a permit

HDB's renovation guidelines for building works list these flooring works as not needing a permit, subject to conditions:

  • Vinyl, carpet or linoleum: laying these finishes does not need a permit.

  • Overlaying with adhesive only: you can lay new finishes over existing ones using adhesive, as long as there is only one layer of existing floor finishes (including cement screed) underneath. The new finish, including the adhesive, must not exceed 13mm. The floor trap must not be tampered with, and the work should not cause backflow or water seeping sideways into a bedroom.

  • Parquet or timber flooring (including laminated or bamboo): over existing finishes, the work must not raise the floor as a platform, use cement screed, or hack or remove the existing finishes. In flats without existing finishes, the total thickness of finishes and screed must not exceed 50mm and pre-packed screed must be used for dry areas.

  • Laying finishes on the bare concrete surface provided by HDB: finishes must be laid on that rough concrete surface, the original cement screed must not be left bare, the total thickness of finishes and screed must not exceed 50mm, pre-packed screed must be used for dry areas, and gas pipes must not be embedded in the screed or finishes.

Replacing tiles, marble or parquet needs a permit

Hacking out and replacing floor finishes such as ceramic, homogeneous, terrazzo, marble, parquet or timber, or other tiles needs a permit. HDB's conditions include:

  • 50mm limit: the total thickness of floor finishes and screed must not exceed 50mm.

  • Bathrooms and toilets: use pre-packed waterproofing screed and a waterproofing membrane before laying new finishes, with the membrane turned up at least 150mm against the walls and kerbs.

  • Kitchen and open balcony: use pre-packed waterproofing screed. The membrane, with a 150mm upturn, is needed only around the sanitary stacks, within a 400mm radius.

  • Floor traps: use a UPVC floor trap grating with a long collar.

  • Dry areas: pre-packed screed must be used.

  • Gas pipes: must not be embedded in the floor screed or finishes.

Our HDB renovation permit guide explains how permits work, and our toilet waterproofing and floor trap guide goes deeper on wet areas.

New flats: the 3-year rule for bathroom floors

HDB says newly built flats have a 3-year restriction period on removing wall and floor finishes in bathrooms and toilets. Replacing existing bathroom or toilet floor finishes after the first 3 years from the block's completion needs a permit, with the same 50mm limit, waterproofing screed and membrane (turned up at least 150mm against the walls, kerbs and pipes) and long-collar UPVC floor trap grating.

If you have just collected a BTO, that usually means overlaying or keeping the original toilet tiles for now. Our BTO key collection defect checklist helps you check the original floors before any work starts.

Raised platforms and topping up the floor

  • Hardwood platform: no permit is needed, but HDB recommends a room height of at least 2.4m. The void between the timber joists must not be sealed with cement or other materials, no storage is allowed inside the platform, the sides must be sealed, and there must be at least 1m of safety barrier height from the top of the platform to the window sill or parapet.

  • Topping up with lightweight screed or blocks at the balcony, kitchen, bathroom or toilet: this needs a permit. The infill must be non-combustible, the existing finishes and cement screed must be removed, the overall load of infill and finishes must not exceed 120kg per square metre, and the parapet or window sill must stay at least 1000mm above the finished floor level where applicable. Waterproofing screed is required, with a membrane around the sanitary stacks for kitchens and open balconies and against the walls, kerbs and pipes for bathrooms and toilets.

A simple checklist before you change your floors

  • Choose the method first: vinyl, adhesive overlay or timber over existing finishes avoid hacking, while full replacement needs a permit

  • Count the layers: adhesive overlay is only allowed over one existing layer, and the new finish plus adhesive must stay within 13mm

  • Mind the thickness: keep finishes and screed within 50mm, and check door clearances and the step at the main door

  • Protect wet areas: waterproofing screed and membrane in toilets, and no tampering with floor traps

  • New flat? Wait out the 3-year period before removing bathroom floor tiles

  • Pick the material: our tile selection guide compares options for Singapore homes

  • Plan the noise: hacking is noisy work, so check our renovation hours and neighbour notice guide

  • Check before you pay: look for hollow or chipped tiles and uneven joints using our renovation handover checklist
